Apparently in Puerto Rico, you can throw pets off a bridge. The only other thing I can think of is spitting on cars from the bridge.

there have been several people killed because some clown
has tossed something off a bridge and it has hit a car and went right Thur the front wind shield and caused them to lose control and crash ,you really want to be responsible for
some one getting into a auto crash and killed there is nothing
you can legally throw off a bridge on to a highway.

If you throw anything other then kisses or a single feather, you will get arrested. Even the smallest seemingly harmless item can kill someone, and if you throw confetti or paper you can get a fine for littering.

My best friend and I used to compete to see who hit the most cars by throwing one cent coins onto the highway while we were standing at the pavement. I guess it can't be illegal if you are throwing away money, no matter where you are.
