If photocopying is fine (to plain paper for example) and the Nozzle Check is clear then the printer driver settings are incorrect for what you are printing or you are printing onto a non Epson media. Non Epson media/paper types are renowned for being poor with Epson printer's as Epson printers like the CX3900 use a specific printing technology that the paper is not designed for.
Epson photo and matte papers are best (if printing photos or wanting to print onto anything but plain paper). To put it plainly and withouy going into the technology, it is false economy to purchase non-Epson glossy paper even if it is a well-known brand such as Kodak, Fuji, HP, Canon - these printer manufacturer's use thermal print technology - a different ink technology, where the paper relies on the ink being heated to bond with the paper so the ink stays where intended. Epson printer's fire ink cold, so the ink will not bond with the paper's surface as it's not porous. Epson paper is and photo's onto it with the correct settings and perfect print head are absolutely fantastic.
Make sure the settings in the printer driver are correct. If you are printing a photo, choose "Photo" or "Best Photo" for example, you don't even need the highest quality "Photo RPM". Don't try printing a photo to plain paper - just not suitable. Don't print "Text" or "Draft" quality to photo paper for example, banding is very likely to occur.
If all else fails, contact Epson with details of the problem including paper type, weight, document you wish to print, application used and settings in printer driver. Oh and condition of nozzle check.

If the banding is evident in missing lines when you run the "test page" after cleaning cycle, then a nozzle probably needs recleaned, if a 2nd or 3rd clean make no difference try the following
Use the "replace ink" option, take the inks out, turn printer on.
When it moans no inks, replace the smae carts.
It will then "reprime" the ink lines and this can often blow the crap blocking the nozzles out the way.
If not, contact Epson support for further assistance

the undertaking wil be blocked nozzles interior the printhead. it particularly is amazingly difficulty-unfastened with inkjet printers that aren't getting plenty use. If there is an determination interior the printer 'toolbox' utility to best the print heads, you may desire to objective that. otherwise, soak a sprint kitchen towel with isopropyl alcohol (eg. tape head cleanser) and wedge it flat against the exterior of the print heads, utilising a sprint stiff plastic. If the print heads stay parked with the covers open, you may might desire to cheat and swap skill off on the mains jointly because it extremely is printing, to bypass away them in an obtainable place. whilst they have been moist with alcohol for an hour or so, attempt printing lower back. do no longer use something different that IPA, maximum different solvents will injury the device.

You mean banding as in a border? Check in Printer Properties to make sure you don't have it set to print a border.
