They are giving college students a potential free pass for "youthful indiscretions." They will probably check to make sure the drug use was recreational rather than something more intense that would be a liability for security clearances.

A note on how fragile security clearances are. Soldiers, Sailors, Airmen, and Marines who have debt beyond a certain percentage of their annual income are having their security clearances revoked. The main reason for this is that someone with debt problems could be "turned" by a foreign agency who offers to pay them a bundle of money. The same hold true with the drug use. Prior recreational use is no big deal, but continuing drug use shows a dependency that can be used by a foreign government to create a "double agent."

In reference to the first answer. Hair and fingernails hold a record of most drug use for as long as you have had it. In lieu of hair from your head, they can also test any other body hair. Also, a sample of body fat will contain evidence of ANY marijuana use EVER.

To me, it says there is much more drug use in the USA, than I knew about. And it makes me think that there is some test that reveals if a person has used illegal substances within and prior to 12 months.
