yes,
but it would take a lot of time,
and money,
and most important many people to build it,
cause UFOs are very irregular in shape

Not without a lot of nonsense or very sloppy definition of aircraft - no allowance for wings and a hovercraft is not an aircraft. UFO's, by their shape, are supposed to prove that they have "magic" propulsion systems that defy human logic.

They already have. UFO simple means Unidenditified Flying Object so any new design that you can't identify is therefore a UFO.
