Imagine taking two pairs of scissors, opening them up, and then placing both open ends together.

I believe the politically correct term is tribadism or something like that. It is what one says when referring to rubbing ones genitals against another person's genitals.

And thus the term "scissoring" is coined. Your hands go wherever they would normally go when fooling around.
