canadians plz answer this one..
ok so i dont really know how to get a paypal account but i just signed up for a savings account with CIBC (on the top of the card it says Convenience Card, then under 16 digits) so i am wondering how i can get a paypal account now?

I was accepted as a 'premier' member by PayPal.
But when I transferred 75 $ from my Bank electronically to PayPal it has not been accounted ( over several days) and PayPal does not return my money to the bank;
nor does it credit to my PayPal account.
I am wondering if I have been ripped off - by another internet scam!
