i was just wondering what could possibly determine the degree of the risk of a terrorist attack. i know that there are different degrees, like elevated and high. and that certain colors go with these degrees (orange, red, etc) but arent these attacks completely unpredictable? like 911?

they get tips from the detainees in Guantanamo bay, or they might have some people that are red flagged like the ppl who make too many flights to the middle east or pple who have calls to the middle east( they listen to those) or when they get those threatening videos from bin laden... things like that

The degree of risk of a terrorist attack is directly related to what is going on that the government needs to distract us from. Every time something really damaging comes out about the government, they raise the terror level.

Oooo...! -Aren't YOU the Clever one! :) You're Absolutely RIGHT; our Govenment doesn't have a CLUE when the next Terrorist attack is going to come. They just MADE UP that silly color chart thing- to get people's attention that MAYBE they should keep looking over their Shoulders for Terrorists "just in case" the Government misses them (like they DID- on 9/11). This is called being, "Bamboozled", -& the Bush Administration has been doing this to us practically from Day ONE... That Color Chart is a JOKE, -and it's on US. :(

1 - there are the ppl at Guantanamo Bay
2 - intelligence from other gov't
3 - possible terrorist attacks in other countries lead to us raising ours
4 - snips picked up from the wiretapping that everyone screams about
