You want it as x times y, but you need to find a way to represent y using x. since the perimeter is 46, 2y+2x=46
divide by 2 equals y+x=23 subtract x and you get y=23-x

your equation is A=x times y
we just proved that y=23-x
A=x times 23-x
simplified that equals 23x-xsquared

A = x[(46-2x)/2)]

You will have two sides whose lengths are x. The other sides will have some length, y. To find the length of y, subtract 2x from 46, then divide by 2.
