An "enduro" was a duel purpose bike sold by many manufacturers. They met the requirements for street use IE: turn signals, head and tail lights and quieter muffler etc. But, the alos worked quite well in the dirt because they had the ground clearence, long travel shocks and semi aggressive tires etc. My favorite bike back in the day was a Yamaha 250cc enduro. I rode it to and from school during the week, then rode it in the desert and hills on the weekends.

A true enduro bike is not street legal, you would have to make some mods, like turn signals, street legal exaust, etc. NOW, the dual purpose is sometimes called an enduro (which it is not) is completely street legal

If it has all the required equipment such as horn, lights, turn signals , mirrors and a license plate, it should be good to go.
