Because they itch. Really. I think it has something to do with how hot it gets in there, and so much skin hanging around. Add in some coarse hair, and voila! Itch!

I think it must be something akin to wearing a light but tight rough wool sweater in humidity on bare skin, lol.

Because the skin is often dry and itchy, and also the hair down there tickles the other parts of the skin causing a tingle which needs a scratch.

Yes, they're itchy, and yes, women do it too, just not in public. But I have to ask as well, why is it not acceptable for a women to do this, but fine for men to do constantly?

Ummm.... when boys are about 3 years old they make this "discovery" of outdoor plumbing. Maybe they are always checking for leaks
