I just saw this on "Home and Garden" builders, the "curb appeal" the basement had an awful odor from cat urine.
The cat urine went into the concrete and the smell couldn't or wouldn't come out.
They used "Vinegar" simply vinegar, I couldn't believe it, then they scrubbed it and let it dry and, it worked.
The vinegar neutralized the ammonia in the urine and took the smell away.

You are gonna love this one.. (really)
I tried using gallon(s) of that commercial stuff you can buy at the Pet Store to remove cat urine smell.. but the results were less than favorable.
The cat urine (spray) contains oils that make that horrible smell linger on-and-on... ok
Before you begin, here is what you will need:
- Bucket
- Warm water
- Scrubbing brush
- Simple Green
- Isopropyl Alcohol (rubbing alcohol)
Wal-mart sells several strengths (and I say
"the stronger the better... besides it's inexpensive...)
- old towels
- Paper Towels
Here's what you do.
- 1st wipe up any soiled spot(s) with some paper towels.
- next brush on a solution of warm water and Simple Green to get the initial mess cleaned up. (blot up with more paper towels)
- Pour the Isopropyl alcohol liberally over the affected area and immediately cover with old towels. This keeps the alcohol from flashing off as fast. The alcohol breaks up the urine/spray oils... and should soak into the concrete nicely... Let it set for about 45 minutes and add more alcohol over the towels and let it sit another 45 minutes.
- lastly, brush on a solution of warm water and Simple Green to get the final mess, cleaned up.
That should do the trick.

The only way that I seen works is to use a sealer/primer and paint your cement floor, also wood floors. I think cat urine could be used in Iraq. Spray it over the hiding places and they won't stay there long especially when the sun hits it.

Mop floor with strong bleach water. Mop with clean water. Dry thoroughly. Apply kilz primer. Done.

Go and see your vet and ask for an odor neutraliser for organic odors. They are magic.

i was told by a professional to use kilz primer to seal it or shellac. hope this helps.
