Well you need a voice recognition program. Microsoft office from version XP and later has this abillity.
There are other in the market too, but nothing free as I know off.

There are a lot of cheap ones, including the Dragon one and an IBM one. They are useful and they claim a 95% word recognition rate. The problem is that when you calculate the words on a typical page that is a bunch of misspelled words that you will need to fix.
