It would depend on whether the person is alive or dead. Yahoo Answers doesn't allow us to give out the address or phone number of living persons (but a website where you could look up the person yourself would be www.teldir.com):
(1)opening page--in orange section, click on DOMINICAN REPUBLIC in drop down list of countries.
(2)Under section "NORTH AMERICA/CARIBBEAN", click on "more" link.
(3) In right column, 6th one down, is Dominican Republic (click link)
(4)There is a list of international telephone directories with Dominican Republic listed. All are in English and Spanish. There are both white and yellow pages. Choose one, type in the person's name, and last address if known, and it will show you a phone number if available.
If you are doing a genealogy search, there are a number of websites that do not cost you to use: www.rootsweb.com ; www.familysearch.org; www.cyndislist.com ; http://genforum.genealogy.com ; www.gencircles.com.

You're supposed to ask a questions... not make a run-on sentence that's not complete.
