Being too hot is worse. If you are too cold there are a number of things that you can so like wear more clothes, start a fire, or get under a lot of blankets. When you are too hot, there really isn't much you can do about it.

Being too hot is worse. If it is too cold, you can always put more clothes on; being hot doesn't give you an option.

For me being hot is worse than being cold. If I'm too cold I can always add clothing. You can't strip off your clothes just anywhere.

Being too hot, cause you get all sweaty and stuff. You can always cover up with something if you are cold.

Which ever one you are at the time, you'll wish for the other. The operative word is "too". I've never been so cold that I said "well...at least it's not too hot"
