This is a Mexican proverb I heard on the telly (Criminal Minds). What exactly does it mean?

It's basically the same as when we Filipinos refer to the lady of the house (the mom) as "ilaw ng tahanan" (light of the house) as she is the one who makes the house a home by providing love, comfort and care. Similarly, the Mexican proverb is saying that the physical foundation of a house may be built on solid ground but unless the mom (the woman) is there to provide the love and care, then the physical structure would most likely crumble. It is fitting tribute to the lady of the house as Mexicans (like Filipinos) are a matriarchal society.

I love Criminal Minds and when I saw that episode about a Mexican serial killer, I have noted down this same quote.

For me, it means that a house is being run by the woman, the woman being the mother. It is up to her to make her house a home, where love and joy thrives.

It is basically the woman who rears the children. The attitude of her children and how they will be when they grow up would depend on how the mother brought them up. It is up to the mother too to hold the household all together during times of trials. The father plays a role too of course but it is the woman who sets the mood (i.e. when she lavishes her children and her husband with love, care, affection and attention, they will be resilient and will be there for each other when they are faced with difficulties).

It is up to the mother to define just how strong are the family ties that bind her family... It is she who is the source of joy and inspiration... the one who illumines thus the filipino attribute "ilaw ng tahanan."

In that particular Criminal Minds episode, the man turned out to be a serial killer because he was abused by his mother. His mother was tyrannical and runs his life for him thus he vents his ire and frustrations on women. In his quest for power, he even dresses like a woman (like his mother, to be specific) to assume a sense of power that he thought his mom wields.

"The house does not stand on the ground but on the woman."

The man or the husband makes the house, builds its foundation. But the woman or the wife actually makes it a 'home'.

The woman actually holds everything together. Takes care of the husband and the children, cooks, & manages the household. A house without a woman's touch and loving care is not an ideal home.
