I'm guessing WW2, in which case I'd have to argue that Carter's term in office was worse than Bush's. And if we go before WW2, Harding's term is definantly worse. In my Harding was the worst president in US history, Carter, Bush, Clinton, and Nixon aren't even close to that level of rampant corruption.

why incompetent? they are doing what they want and are in power for two terms. I think that the Bush administration is the most DESTRUCTIVE one. I hope that the next one is more constructive one. for the better of us all.
