Sand fleas don't bite you, the might tickle you as they try to burrow into you thinking its sand, but they eat through a tiny tube if I'm not mistaken and their extremities are all legs for digging. They aren't insects at all, but crustaceans.

Not sure about sand flea season, you can pretty much find them year round, they are often found when waves come up on shore during high tide and dislodge them from the sand. When this happens they get washed out with the receding waves and fish love to come in shore and eat them.

This makes them excellent bait for certain fish when shore fishing. Pompano especially love them. Just hook them through the hard shell somewhere and they stay on real god. No need to be too fancy about presentation, as the fish are looking for the things to be washing out uncontrollably, not swimming or anything. Most bait shops near the coast have sand flea rakes for sale that make it easy to catch and store them.

The sand flea, also called the "no-see-um" or the "hop-along", is an annoying flea-like creature who packs a mean bite. Its bite is actually a sting and they group by the hundred, typically causing a lot of bites when they attack.
