Why does yahoo "suspend" accounts instead of deleting them? doesn't suspend imply you can get it back?

and we all know yahoo doesn't even LOOK at your emails or complaints. so why even give false hope? who's running that place? Sylvia Browne? hahahahahhaha

yeah they should either delete them or not suspend them.
