what an unusual question!
I have only ever made them using a balloon... obviously you need a shape to 'mould' your paper mache onto, and ballons can be easily removed afterwards
If you're not fussed about the shape of the finished pinata, you could recycle an old cereal packet as your base, and paper mache over that... although I would be careful not to make the paper mache too wet... or the box might collapse in on itself!!
maybe you could put a large freezer bag over the box before you start... something that would 'waterproof' it without adding too much strength to the finished product
good luck...
and I am very curious about why you are reluctant to use a balloon... is it because of an allergy? or you don't want to be limited by the balloon shape? I'm such a sticky beak!

Using a plastic bag is a pretty good idea. What about using a rubber glove if you have you one. You could just wrap the fingers all together not individually. The point is you need something hollow to wrap your paper strips around so you get a shape but also space inside for your candy. If you're not going to care about breaking it open you could cover just about anything. A cereal box or a plastic container, like an old butter container or something, might work for you.

Hi:
There are several ways to make a Paper Mache Pinata
1. Use a balloon and put Paper Mache
2) make a carboard form and wrap it it cling wrap plastic and cover it with 5 layers of paper mache drying between layer over night cut the paper mache in half and rejoin it minus the cardboard form by put a other 5 layers on it -drying each layer over night
3) Do # 2 but don't cut it in half
4) use a Coat hanger form and cling on plasic wrap and paper mache it
5) use chicken wire and paper mache it

Here one I got off the net:
Paste
1 cup cold water
1 cup flour
2 1/2 cups boiling water
1 T. powdered alum
3/4 tsp. oil of wintergreen
Mix the cold water and flour together, stirring until smooth.
Add the boiling water and mix well. Pour the mixture into the top of a double boiler.
Cook over low heat until smooth. Add the alum and stir.
Remove from heat. When the mixture is cool, add the oil of wintergreen.
