Tallahassee is very different than other parts of Fl, even the weather is different. The town has 2 main influences, the State government and FSU....................lots of activities surrounding these two institutions..................am not sure what you mean by southern "culture"...................but, it is not Atlanta or Savannah or Miami.....................

Tallahassee can be kind of hard to categorize. It's a college town and the state capital, so you can't call it sleepy or quiet. It is somewhat southern -- can't help that, but there's a lot going on.

Definitely southern, but perhaps a little more diverse than your average rural south setting. We have the state capital and two major universities, afterall. That said, there are WAY too many Waffle Houses and barbecue places, the people are friendly to the point of being creepy, and you can order sweet tea at pretty much any restaurant. We joke that this is really more like "South Georgia" than "Florida."
