The best way is to flat out tell them. But also look to see why the love is 'lost'. I personally believe that if it ever existed, it never leaves, just things in life shadow it.
It may even take counceling. Look in to all sorts of avenues to ensure it's gone. If it's gone, part ways, if not figure out what's making it feel like it is.

Just be honest. Be as gentle as you can and be prepared with answers. "I don't know why" is NOT good enough.
They will want to know did you ever love them, or was the whole relationship a lie. They will want to know if there is someone else (and be honest here). They might ask for another chance to make it better.
And if its over, be very sure. Don't hurt them over and over, by changing your mind, by going back and leaving again.

Be honest, straight forward and compassionate.
This is gonna hurt him, and he's not going to handle it well at first (probably) so be patient too.
And remember, you've already fallen out of love with him, but now he will only just be starting the process of falling out of love with you.
It's gonna take him a while...

Well, if you know it's going to tear their heart out, is their any best way to tell them? So sad. No way of working it out? Hope there aren't any children involved.

there aint no easy way of telling your partner that you no longer love him.you just ahve to be honest no matter how much it hurt him as he and you can move on .
