My right eye has a permanent scarred tissue which make my right eye blurry, but my left eye is fine. If I cover my right eye, I won't be able to read anything, but still see blurred colors, but if i don't cover it, it's perfectly fine and i can see just like any other person(wearing glasses). Will I still be able to get a regular permit/license? because when i take the vision test won't they ask me to cover one eye?

You will be able to get a regular drivers license! You may be required to have outside mirrors on both sides of the car, but they are almost standard equipment on cars today.

You will not be able to get a Commercial Drivers License, because that requires you to have binocular vision (sight in both eyes)

You should not have a problem with getting a drivers license if you can pass the vision test, that will require you be able to distinguish which objects are close or far in most cases, depth perception.

You state you have permanent scar tissue in the one eye. I do not know if you have medical insurance that would cover it, but a good friend of mine had a procedure done where they operated on her eye with a laser to remove the scar tissue she had, and then placed a special contact lens over the eye while it was healing. This allowed the eye to heal with a smooth surface, and she then was able to get a contact lens that gave her passable, if not 20:20 vision in that eye. You may be able to have a similar procedure to help correct some if not all of the problems with your eye. good luck.

you should be ok, they don't ask you to cover one eye you just have to read a number plate. I only have sight in my right eye and I have passed a car and a motorcycle test.

Well, it will be best if you go ask the DMV.
Or dont tell DMV anything if you can pass the eye exam.
however it is dangerous to drive in your condition.
