I would think the department of housing or some other city organization. Otherwise taking her to small claims court after you have someone else fix it and send her the bill, if she doesn't pay for it. You might save some trouble by letting her know if she doesn't get it fixed you'll have it done and sue her for the cost if she won't pay.
Either way I'd think seriously about getting another place to stay as a lawsuit/small claims court isn't' going to go well in your relationship as tenant/landlord.

These people that keep saying "don't pay the rent" haven't been there. Most states will abide with the landlord, it's against the law to withhold the rent. You can go to court and pay a fee for $200.00 usually. If you win, you may have to look for another place but, you can say "you won'
Or, you can fix the door yourself and send the bill to the landlord, maybe he's to busy to get at it. He should contact you but, see him personally first.

First of all, where is the door located, was it broken when you moved in, how did it get damaged, and what needs to be done to fix the door? If it was damaged as a result of abuse or neglect, the tenant is usually responsible for the cost of repairs. If it is the landlord's responsibility to fix the door and he/she refuses, you need to check with your city or county government office for landlord tenant regulations, which usually require you be current (not behind) with your rent and to pay your rent to the court when you file a dispute and go through legal channels. Of course, none of this will endear you to the landlord, who will probably no longer want you as a tenant, if that's not already the case.

you could call your local housing authority or your state attorney generals office and ask them if the landlord does not fix something can you have it fixed and are you legally allowed to deduct it from your rent. but send her a registered letter first requiring a signature so you know she got it and say give her 2 weeks to fix and if not then find out about what i said previously
