Simple answer is YES

1.8 Hz Core 2 duo will work with games that are 3.0 GHz

Core 2 duo has power of 2 Intel Pentium D's!!!

4 MB of L2 cache make just that much better!!

It's not putting 1.8 and 1.8 GHz together. It's simply not how it works.
Duo cores are just more efficient and will (almost) always win.
Think of it as if you having just one brain and try to drive and talk on your mobile at the same time.
Certainly having 2 brains would be much more convenient, don't you think?

Core2 Duo 1.8Ghz is definitely better. Clock speed may just be 1.8ghz but because it does more instructions per clock cycle, it easily beats even the old tech Pentium Dual core 3.0ghz.

E4300 and E2160 are budget Core2 Duo with 1.8ghz clock speed.

Nearly always a dual core will be better. In the case that you've given, the dual core runs at 3.6ghz against the celeron's 3.33ghz
