All the signs can be loving in different ways and then when you consider the 'mix' of influences in their charts it's probably wrong to say one sign is more loving than another because it could be other factors in their chart that make them so.
I think the Water signs are strongly emotional, sensitive and loving: these are Cancer, Pisces and Scorpio. But too much Scorpio in a chart would make a person perhaps secretive, possessive, jealous and how loving is that? Too much loving, too obsessed by love perhaps? I'm a Scorpio but I have Cancer rising and it's the Cancer in me along with the deep Scorpio emotions that keeps me sensitive, maternal, gentle and kind. The Scorpio provides the willpower, determination, resolution to keep going no matter what. See how they can blend to make either a nice mix or in some people, not so nice!
Pisces is loving but without a bit of Earth influence in their chart, they may lack in endurance. They could give up at the first sign of trouble or on the other hand they could fall in love with someone who isn’t good for them but not have the courage to end it. Virgo is loving in a practical and caring way. The motto for the sign Virgo is ‘to serve’ and they make wonderful nurses/carers. They aren’t strongly emotional and are more likely to say ‘pull yourself together’ than ‘what a shame, I know how you feel!’
Taurus, Capricorn: they’re loving in a devoted and stable way. Virgo too as emotional security (and material security) are important to these signs. …. I could go on but I think you’ll get the picture!!

I'd have to say Libra is the most kindhearted and loving of all the signs. Capricorns are a close second.

I would say Aquarius moons tend to be kind on the inside but not necessarily loving or affectionate. Leos moons are often kind hearted and very warm. Cancer moons are very caring and nurturing. Taurus and Scorpio moons are undeniably loyal. Virgo moons are very sweet on the inside as well.

i want to be biased and put a vote in for scorpio i am very kind hearted and loving, i do have my love sign in sag as well and have very genuine sag friends and a grandmother<3 but i would do anything for anyone and i love the fact that any of my friends wont hestitate or think twice as if they are bothering me, to call me if they need to be heard or are in need of something

I find Gemini's to be most kindhearted and loving. I am using several friends & family members who are Gemini's as examples...not just me ;-)
