Sounds Reaganish, but Eisenhower stated something very similar with his "parting speech".

Excuse me folks...this may sound profound but it's just
what's happening now. Our
federal government does no
work--everything is contracted
out!!!
For instance: I live in a HUD
subsidized apt. They contract
the responsibility for oversight
over to CAHI (California
Affordable Housing Initiatives)
We recently had a safety
inspection. By Whom?
A new company under CAHI
that does nothing but inspect
all the Cal. HUD properties.
I'm almost betting that this
company then contracts out
the smaller jobs.
If you want no government,
you also want no oversight
of infrastructure. No dept
of safety when homes are built,no dept of sanitation,
or parks and recs, or elections
or anything. that's what
government does when it
works properly. It Governs.

whoever Ronald Reagan's speech writer was...I will have to give old Ronnie his due...he could deliver a speech with the best of them. I will never forget his appeal to America the night before the Kennedy/Goldwater elections...a magnificent speaker...I may not have agreed with him, but ... he wasn't stupid. It was sad to see him fade in public to some extent. His Altzheimers was a well kept secret, but looking back we could see it happening slowly. He began to Sundown towards the end of his term.
