You can calculate it, but I doubt you can measure it. The reference shows some typical human heart rates by age. Heart rate is affected by many things: physical activity, food, stimulants (like caffeine), drugs, and so on. Athletes have lower resting heart rates. It can be a good diagnostic tool. Three people may have a resting heart rate of 70. After climbing three flights of stairs together, the rates might be 100 for the athlete, 130 for the normal healthy person, and 180 for the inactive person.

60 is ideal. Age weight does not make much difference.
