Agree that it depends on context. Seems a little more towards the arrogant side, though.
If you really WERE on top of the world...and KNEW that no one could ever bring you down...you wouldn't feel the need to tell anybody. Just knowing it yourself would be all you needed.

Neither, I believe it's insecurity- Saying such suggests that people are trying to bring you down, which in general, is b.s.. People largely, for good or ill, care about themselves & and their own lives. 'No one' really cares either way, except maybe your family, who generally do want whats best for you. (If you don't surpass them too far, haha). Confident people don't need to say anything to be confident. They just are. Same with arrogant people.

Confidence and arrogance are sometimes the same thing.
Yet, confidence is seen as positive and arrogance as negative? A very, excellent question.
Without both the world wouldn't be what it is today.

sounds like he/she is trying to convince themselves of that. Doesn`t sound like a confident person to me.
