It's a metaphor, so yes. But I'd think that if you really loved someone, you'd love them up to the sky of neverendingness....or something, because if you only love them up to the sky and back, you show that even though your love for them is enormous, it's still limited. If you tell them that you love them to the ends of the universe...well, the universe doesn't end...so that, to me, shows love more than 'up to the sky and back.'

I use this term all the time to my folks. I love you to the moon and back again. So yes. It is a statement that says I love you so much it is just too big to describe.
