Since you specified a major in BALLET and not just a major in DANCE, the answer to your question is a bit complicated. While all college dance programs offer ballet, there are only a handful where you can focus or major in it. These are:

Butler University
Indiana University
Marymount Manhattan College
Mercyhurst College
Point Park University
Southern Methodist University
University of Arizona
University of Oklahoma
University of Utah

All of these colleges and universities also offer business programs and classes, but you will need to investigate further to see if dance majors can take them, both in theory and in practice. See, while many colleges will say that students can have a second major or minor, the truth is that the course schedule for dance majors is so packed, you can't really fit anything else into your schedule without taking summer classes or stretching your program beyond four years.

Next, I also need to point out that these particular college dance programs are also amongst the TOP dance programs in the country. Since the approach to their programs is on dance performance and not on becoming teachers or dance business owners, the ballet students that they accept are the very best. The competition for admission is less for most of the other dance programs that are more modern-focused (with a few noteworthy exceptions).

Therefore, since you are interested in both dance and business, I would encourage you to also consider the whole spectrum of other college dance programs that offer less ballet and more modern dance and where it might be easier to include a business minor. Comments on the other answers:

1) Oklahoma City University does offer a noteworthy program in dance-related business, but I didn't include it as a place for majoring in ballet because their own material states the following:
"Ballet is taught as a common framework and for the mental and physical discipline and training it provides. Even though the dance program offers more ballet training than most traditional ballet/modern programs at other universities, ballet is not a primary feature of the program, and modern is omitted as a result of a conscious effort to avoid duplication of the many outstanding ballet and modern programs taught throughout the region and nation."
However, given my concluding advice, I do agree that it is a program you might consider.

2) Carnegie Mellon does not have a dance program; only music.

3) Juilliard is a performing arts conservatory with very few liberal arts classes and no business classes. You also cannot focus or major in ballet at Juilliard. While the ballet component at Juilliard is quite strong, the focus on the program is on producing well-rounded PERFORMERS. It is not at all suited for someone interested in owning a dance studio/store.
