The first settled town in Washington was Steilacoom, about 13 miles west of Tacoma. You can see that it isn't the biggest city in the state, so logic says the western Washington cities were affected by how good their port was and how to get the goods inland to other big distributing and manufacturing cities. Railways have been a big part of the growth of Washington from days past. Seattle is a major air hub and technical mecca.

As for the central and east, most of the big cities sprung up around rivers that could provide water to live on in the dry conditions. Spokane has been lucky to have the lumber activity and the military base as well.

Washington has two very distinct climates. The west is almost rain forest but without the heat and the east is desert. People live on the coast in the west because that is where the shipping lanes started. Seattle has a huge harbor that a lot of goods come in and out of. People are going to live where there family plants them and around resources that they are used to having.
