I forgot the song name, but it's a really famous song with no lyrics and no matter what, when the song plays in the background, it'll make the scene funny or satirical.

On possibility is "Mah-Na-Mah-Na" by Piero Umiliani. That is often used on comedy shows and was the background tune for "The Benny Hill Show".
