In Wisconsin, what time should peppers be harvested?

As it's already been said, they need to be harvested before the first frost of the year. It doesn't necessarily have to be 32 degrees to have frost, either. Frost often forms when temps are in the mid to upper 30s. Your peppers may still be perfectly fine to use after a light frost, just may show a tiny bit of withering of the skin in places that are frostbitten. The colder the outdoor temps, the more severe the damage to the pepper.

just a guess but I'd say when the temperature gets below 32 degrees F
