probably never. sagging pants make it harder for criminals to run from police. criminals haven't figured this out yet.

What they NEED to do is criminalize TIGHT @$$ pants. No one in their right mind wants to see your camel toe or mangina. I prefer the baggy pants to the skin tight ones any day.
