Okay, so I saw the strangest thing the other day. It was a Toyota Prius hybrid car that had a two hitch on the back. Now, it wasn't towing anything. I found it strange that it had one at all.

What could a hybrid car tow? I can't imagine that if it did tow anything that it'd go very fast.

I would guess that the hitch receiver you noticed is probably used for a bicycle carrier. We have one for my wife's Taurus that plugs into a 1 1/4 inch receiver under her rear bumper.

On a Prius, usually a fitted tow hitch/bar is for a bicycle or ski carrier, maybe a cargo tote. (There is an official approved tow bar available from Toyota NL, which some people in Europe will get.) The owner's manual states that the Prius is not rated for towing, so there may be warranty concerns if towing something. However, there are some Prius owners that do successfully tow small/light loads, such as a trash run or a motorcycle trailer. (recommendation is tongue weight of less than 100 lbs and total trailer under 1000 lbs) see: http://autos.groups.yahoo.com/group/priustrailers

However, if you need to tow, I'd suggest one of the other hybrids that are rated for it, such as the Toyota Highlander Hybrid or Lexus RX400h/RX450h (3500 lbs) or Saturn Vue Green Line (1500 lbs). (I think the Ford Escape Hybrid may be rated for 1000 lbs.)

They say not to tow with them but some people tow fishing boats or little cargo trailers with them.

If a warrantee issue comes up, and they suspect the car has been used for towing, the warrantee repair might not be covered.

Most hitches on Prii are for bike or ski racks. They make the hitches without chain loops to try to discourage people from using them for towing.

They'd be fine tow cars...the electric motor has lots of torque. They're just not rated for it.
