Does "standard form" mean the same as "scientific form"? If so, the answer is:

4.5 x 10^(-4)

To get scientific form, all you do is move the decimal point some number of places until only one non-zero digit is in front of it. Then count the number of times you moved the decimal point.

If you moved it to the left, then the exponent of 10 is positive. In this case, we moved it to the right, so the exponent is negative.

In Standard form you have to arrive at a number that lies between 1 and 10
In this case the number is 4.5
Decimal point has now to be moved 4 places to the LEFT
4.5 x 10^( - 4 ) = 0.00045
