I don't think any government will tell the public exactly how fast a submarine will travel for security reasons.
The New VIRGINIA Class Fast Attack submarine.
Specifications:
Displacement 7,800 tons submerged
Length 377 feet
Draft 32 feet
Beam 34 feet
Speed 25+ knots submerged (25 knots = 28.76 miles/hour)

If I remember correctly there is an old Tom Clancy book that cites Alpha class russian submarines as the fastest.
I don't remember the specific speed, it was probably at least 40 knots.

38 mph (33 knots) is apparently the "un"official record. There's much speculation about what country's sub and which model of them is the fastest. The link at the bottom provides more info.

35 to 42 or so (Nauts)or knots referring to a nautical mile which is longer than mile by 720 feet, most publications will only give approx. speed for various reasons of secrecy
