iraqcaptive's answer is much better than mine. He deduced the answer and came up with a different equation that works. Both equations work, however. I got mine by looking at the list and seeing 23 used over and over and figuring that it more than likely must be equal to "E". "E" is the most common letter in the english language. Odds are, the letter used the most in a message is "E". I also noticed that "83 35 23" were used for 3 different words. To me that looked like the word "THE". This helped confirm that 23 was "E". Ok, from there I looked at what kind of equation would result in chaning a 1 to a 7 and a 5 to a 23. It did not take me long to figure out (4x+3).

However, I am much more impressed with iraqcaptive's work.

The first thing that is obvious is that they are all odd numbers. So, first subtract 7 from 103 to get 96. Divide it by 2 and you get 48. Since this is more than the number of letters in the alphabet, divide by 4 instead. This gives you 24. That will work (24 spaces between numbers after 7 will get you to 103).
So: 7=A, 11=B, 15=C, etc.
If x=1 for the 1st letter, you could do this
7+4(x-1)
That means that C is the 3rd letter. 7 + 4(3-1)= 7+ 4(2)= 7 +8 =15 That's just what we predicted!

You have correctly identified two key facts, the lowest numbered character and the highest one. Another observation is that each number is odd. From this we know that mx+b must have m even and b odd. Any other combination gives half even numbers or all even numbers.

We also know that for the alphabet numbered 1-26, m must be less than 5. Because there are only a few choices for m, let's try 4 and see what b would have to be.
26x4=104 means b could be 3, and we see that 26x4=104+3=107 the highest number and 1x4=4+3=7, the lowest number.
To decode subtract 3 and divide by 4

Don't know what the cypher is but the increment between letters is 4.
