The suburbs in both cities are about the same. You will have to do a bit of looking around to find what you think is the best school district.

Houston is more likely to get a hurricane and Dallas a tornado. Houston doesn't get much ice or snow, Dallas can get a bit of both. Both are hot and humid in the summer.

We did live in Northwest Houston but now live in East Texas. That's a better choice than either Houston or Dallas.

I would choose Dallas over Houston were I in your position. My mother lives in Houston; she tolerates it because moving would be too much of a hassle at her age.
We live in the Dallas area and see no reason to move. West Plano is ok, but you might find Carrollton or Grapevine more to your liking. It all depends upon how closely you want to live to major highways, shopping centers, etc.

$3600 for the mortgage wasn't a "clean" place?! Either your tastes are very specific or you were being ripped off.
