Sounds like the glasses have dulled and received some damage over the years. If you can find a reliable antique dealer or auctioneer they might be able to point you in the direction of someone who can professionally polish your glasses. This won't completely undo prior damage, but can bring back much of the original sparkle.

Never wash anything expensive in a dishwasher (crystal, china, flatware, knives, pots and pans, etc.). The detergent - whether liquid or powder - is abrasive and it's like sandblasting your good stuff. Always hand wash with mild detergent. Avoid using scrub brushes and scouring pads, too.
As far as the wine glasses, put some water (an ounce or two) into the glass and sprinkle in about a tablespoon of baking soda. Using your fingers or a dishwashing cloth, rub the baking soda all around in kind of a scrubbing action. Rinse, dry, and inspect. If the stains aren't completely gone, try it again.

try using baking soda... works wonders on stuff but make sure you make it into a thick paste but not something that is going to scratch the crystal..... leave it on there for a while and whipe away should absorbe the stain, if not all the way out do it again.. .and dont wash them in the dishwasher ... not good for 1 crystal 2 old dishes.

Don't mean to be argumentative, but are you sure the glass is crystal? If so, then what you have is an etched bottom of the glass. Glass is non porous so any staining is actually etching caused by acid (wine has plenty). If etched, the only way to solve is to have it professionally polished.

Rub off with a solution of 1 part vinegar to 3 parts warm water. If this does not remove the stains pour in some coarse table salt, cover with vinegar and swill. Good luck.

have you tried using bleach
Also if they have been washed in the dishwasher the glass could have etched. This is permanent and won't come out
