How do I add sound effects to an animated .Gif file?

You don't. GIF is visual only.

And how do you guarantee that whoever's viewing the GIF has the right hardware to play back the sound? You don't.

Go learn Flash if you want to play with sound AND animation together.

with flash cs6 you can create attractive and interactive animation with any complex visual effects, sound, video. Gimp only for primitive gif animation. Creation eye catching animation in gimp is more difficult way, then same in any version of flash.
