Fixing a troublesome controller is easy. You've got part of it right, but there are a few more steps you need to know:

1. Soak the controller in warm salt-water for 30 minutes (wii) to an hour (playstation/gamecube).
2. Remove the controller from water and douse with paint thinner.
3. Apply heat -- preferably flame.

Plug it back in after a few minutes and it'll be as good as new!

You can take it apart and clean the contacts with a pencil eraser of they are corroded. If there is something on them other than corrosion you can get a Q-tip with some rubbing alcohol.
Use alcohol to clean electrical connections because it evaporates faster. You can also use freon, if you have access to it.
Water will take forever to dry and promotes oxidation, if you put salt in it, you're going to short out the whole thing and cause even more corrosion.

yes, get the water as warm as it can stand it and add some Epsom salts, you can buy Epsom salts at just about any pharmacy. to be on the safe side I would soak it at least 3 times a day.

I don't think soaking it in warm water would help. It probably wold make it worse.

What kind of controller? Wait... why would you want to put it in water, it's electrical... it would break, wouldn't it?

water + electronics = bad mix

don't even use liquids near electronics, it does nothing but short them out.
