I got an email stating that I had won $1,200,000, a dell inspiron 6400 notebook, and a UK Lottery brand t-shirt and baseball cap. They gave me a ticket number and a tracking number so I can locate the package at all times. But they want me to send a shipping fee and claim they can't take it out of the prize money because of the insurance policy. Is this legitimate or just another scam?

There is a UK Lottery but this e-mail is a scam.
Did you play this lottery? If not, how could you've won?
Legitimate lotteries don't notify you by e-mail. It's your responsibility to submit the purchased ticket for validation to the lottery office.
Does your state lottery office notify you when you win theirs? Nope, didn't think so.
The fact that it requires a shipping fee, is also a red flag.
Taxes and/or fees can be taken from the prize amount.
If you pay the "shipping fee" you'll never see it again.
Besides, international lotteries are illegal.

Scam. A friend of mine already got taken by this. But a good rule of thumb is if you don't play the lottery, you can't win it hon.
