Run notepad. Type
cmd
in it. Save it with any name but extension BAT (like test.bat).
Double clicking the BAT file will open the command prompt.
I know this answer sucks. But I wrote this because the question sucks too ;-)

notepad is a text editor. you can't invoke macros from within the program AFAIK. however, if you want to start notepad from a command prompt, just type in "notepad" and hit enter. or Start > Run > notepad
