You need to get a legislator to present and sponsor the bill, you also need co-sponsors.
Start with your own legislator and tell them what you want and why. If you can write something up that is even better.
Then contact the other legislator's in your state or area and see if they are interested in co-sponsoring the legislation.
If it makes it to a committee... you need to be prepared to go before the committee and testify as to why this is important and will benefit the greater good.
It takes a great deal of effort on your part but in the end it is well worth it.

Legislators write bills, not people. Depending on how far reaching you want this bill to be - town, county, state, country - depends on who you would approach. At any rate, what you would need to to is to petition your legislators at whatever level to write the bill, then they (city council, state congress, federal congress) would vote on it - OR you could write a petition and gain the appropriate number of signatures to have it placed on the ballot in the next election and it would pass by majority vote of the people.

you DO NOT have to go through your legislators or congress persons. The public has the constitutional right of PETITION. Write down what you want the law to say and get enough registered voters to sign the document, and it will be placed on the next ballot for voters to decide. Check with your nearest legislative office as to how many signatures you need.

You cannot present a bill, only Congress can. YOU can contact your congress-person and ask them to try to get a law passed. Unless you run for congress and win, that's your only option.
