A lot more than Dreamweaver, I'll tell you that! It's not just knowing the programs, it's having the artistry, the creativity, to design something people are willing to pay you good money to do. If you want to test the waters, why not create a really fine web site for yourself, and advertise your design capabilities using it. Then if you have the money, put a small ad in Yahoo! Check with Yahoo! about those ads that come up right next to the questions and answers; they are obviously context-sensitive, and would be great for this sort of thing.
If I had done more than simply take a single course, and knew how to design a good web site, I wouldn't work for someone else. I'd be a consultant and work free-lance. You could go to local non-profits and put a pay-per-hit link to their web sites, or to a Pay Pal donation spot for them, or run a local restaurant's menu, including specials for the upcoming week, or print-out coupons for local businesses, or thousands of things. Do what you enjoy and figure a way to make it worth someone else paying you for it.

Depends on what level of a job you are talking about. If you learn how to design webpages (read up on HTML), you can find jobs based on what level you are. The higher the skill level and knowledge, the better typeof job you can get. If you learn how to use HTML to an intermediate level, you could definitely do smaller web design jobs for smaller/local businesses (a local pet store, restaurant, etc). If you want to be designing bigger/sleeker pages for bigger compnaies, you will need a much higher knowledge (and probably a degree).
I have designed several websites for smaller businesses and groups, and have taught myself how to use HTML and Javascript. It has only ever been a hobby, but if I wanted to, I could try to make a career out of webpage design for smaller businesses.

basic html will get you very far if you use a RAD tool like dreamweaver.
You can use dreamweaver alone, but then you're going to end up calling someone.
Javascript, HTML, CSS is all you "need".

proper gramer, php,aspx,.net, html, mysql, perl, thats just to start unless u would like to enter into a specified field then it would be like windows web server. asp.net, asp, .net, ect
