No, not because of the accident of their birth dates but because no two people are ever "made for one another" in ALL aspects. It is silly to think that one other person could fulfill all the needs of any person. If that were so, we would only have one friend instead of a circle of friends. Everyone is an individual and as such has different needs, psychologically and emotionally. Finding someone else who can fulfill all of them could happen but the probability is so remote as to be zero.
