No one sucks at math. Until now you just have not been taught how to approach problems. You need to acquire certain skills to do math, just like you need skills to play the piano or win at golf.
First, the decimal fractions make this problem look difficult when it is actually easy. One rule of algebra is that multiplying each term of an equation by the same number does not change the solution. Let's multiply each term by 100 (that moves the decimal two places to the right) to get rid of all decimal fractions. This will give us the equivalent equation:
50x - 40(60+x) = -35(60)
Now we could solve this, but notice that a factor of each term ends in a zero. We can also divide each term of an equation by the same number without changing the solution. Dividing by 10 is the same as cancelling a zero from exactly one factor of each term. This will give the equation:
5x -4(60+x) = -35(6)
Now multiply out the second and third terms of the equation
to get
5x - 240 -4x = -210
Now the game is to add and subtract the same thing on both sides to get xs on the left and numbers on the right. This gives
5x -4x = -210 + 240 or

you can also check your answer now by plugging 30 in for x in the original equation to see if you do in fact come out with -21 as the equation sates, if it does our answer is right!
y=0.5x +-0.4(60 + x)
y=0.5(30) +-0.4(60 + 30)
y=15+-36
y= -21
so we are right!
