They have created a self fulfilling prophecy in order to privatize everything. Take a look at the response to Katrina for an example of how a government does its job when it does not believe it has the duty to aid very much in a disaster.
Blackwater troops went there to aid in security operations. Is that who we want minding our stores and our homes. Most of the public schools did not reopen, and that's why many young families did not return. Do we really want to lose the option of public schools?
The dogma is that private enterprise does everything so much better because of competition. However, when the government contracts out services such as schools and security this is done on an exclusive basis in a particular area. There really is no choice for consumers of government services, and there is little or no accountability. Private security and charter schools cost more, and they deliver poor quality.
To answer your question what does government do well? It does all the things that it traditionally did better and cheaper than private enterprise. That includes public schools, public safety, roads, bridges, ports and the rest of the infrastructure, public transportation, and utilities.

the answer to your question really depends on the administration in power. Yes, we need a certain amount of bureaucracy or the general citizenry would run amuk. I believe Mr. Reagan meant those words in the best of ways. I do NOT think Hillary will do those words justice at all. She wants government in charge of every aspect off everyone's life and people need to recognize this before we're all going nucking futs!

All government is based on force. It makes no difference if you want to consider Communism, Nazism, Capitalism, or any of the potential religious systems, the only thing a government has at its disposal is force.
If one can understand that, the answer to what a government can do well is whatever is appropriate to accomplish by force.
You see the flaw in government health care when Edwards talks about forcing people to get checkups. You can't force someone to learn to read. You can't force people to do anything that one might expect a "responsible" person to do.
The only thing they can do well is protect us from outside force and from each other.
They're spending so much time passing laws about smoking, they can't even do that.

I think we have the safest food and drugs in the world, because of the USDA &FDA. I think we have the best Aviation in the world because of the FAA. I think we have the best Military in the world. I think we have the best Space Program because of NASA. I think that the FAA, FDA, and NASA, DOD can do better with better oversight on spending, but they are still are the best in the world. I think we should eliminate welfare, social security, medicaid, medicare, HUD, DHS, replace it with one agency, if you rate help then it would be a one stop shop to deliver coverage, depending on need and you would be in a national data bank and your spending would be monitored by receipts, to insure that you are spending on only items that are allowed( via atm card transactions). I think we could eliminate and Rural Utilitity Service (Formerly REA, now under USDA) because government run utilities are corporate welfare, they build the infrastructure and then the electric companies get the profit. I have many more if I had the space but you get the point, we need reform!
