I don't think so sperm need a conduit to swim through they can't swim through the jeans through her under wear then into her and then get to her egg. doesn't really work that way maybe just maybe it could happen if it was on her underwear but pre ejaculate just doesn't have very many sperm in it to begin with. So my answwer is No it can't.

no. the only way a girl can get pregnant is sperm going into vagina. dry sex doesn't make her pregnant...
also if you're posting this. you're too young to be even thinking about sex...
